Also check out the The Uptime Institute. They wrote the standard on tier data centers.

As per my understanding on Data centers, The principle Requirement of a Data center is Management Softwares for maintainance and Data Center Racks - in which servers are placed.

Thanks,
Raj

Server Enclosures Manufacturers are very essential for networking business.

My suggestion no matter DC size

1. Get all OPR. (Owner Project Requirement)
2. Get al GRC. (Governance / Risk / Compliance) premises
3. Define if:
3.1. Sustainability
3.2. Energy efficiency
Will be a premium drivers for the OPEration stage

Then set a conceptual DESign sent to CxA -Commissioning Agent). To be revise each assumption you have done. They must resend to you and you will have to update

4. So continue with each subsystem (at least)
- ARCHitecture & civil works
- COOLing
- ENErgy
- SAFEty
- SECurity
- IT transport

Finish all subsystems, cross pathways, spaces; set all Specs for bidding
Send again to the CxA. They must revise all your DESging is OK vs. OPRs
The Executive Project is ready to bidding stage

5. Then Owner / project director, can release the BID to tenders
5.1 The General Contractor (GC) & sometimes the subcontractors are appointed at same time

6. Project Director / Owner. Kick off the CONstruction stage
6.1. All incumbents keep the executive project and make any MACs to adjust real conditions. CxA. Revise this Updating to comply OPRs
6.2. All partial testing start
6.3. Project Director (PD) set the Final Test period before DAY 1 -in production-
6.4. CxA. Testify how PD & GC & SubC & OPE staff; made the component/systems/ total DC testings

7. All training to OPE staff in EACH and all systems is given
7.1.All technical documents. (Calculation, DWGs, technical and so on) have to been integrate, write, develop BEFORE the "handover" to OPErational Staff

8. CxA. Revise all procedures and documents to set to the Owner that ALL WPR have been fulfilled by GC, DESigner(s), all legal, technical documentation, training have been delivered to the owners' OPErational staff

Then Project Owner will sign the integral reception. It is common that bonds have been required to all incumbents to assure that any issue will be fix if arise during a time frame (most of the time 12months period).

This is a"simple" DC project no matter the size, cost, "T_ _R or location

Requirements for a data center depends on type of data center - single-tenant or multi-tenant. Both have different guidelines. However, few of the common requirements for data center co-location facility are:

1. Power Infrastructure
2. Networking Infrastructure
3. Cooling Infrastructure
4. Security & Compliance
5. Customer Service & Support Staff

Here is one post discussing all these requirements in details - Essential Components of a Multi-tenant Co-location Data Center

Hope this post will help you to write a good paper on requirements of data center.
