Does Bicsi do enough in these regions?
Does our education scheme good enough for other regions abroad North America (Canada, USA, Mexico)
Do we have to "tropicalizar" scheme in each part of the world, or a recipe is good enough around this marble?

Middle East Tier IV by Eric Harris
Having been in the Middle East for just over a year now, I have learned there is a gap in understanding, comprehension, of what is required to meet design, development and operation of a Tier IV facility. Though there are unique solutions offered by local utilities and suppliers, from a consolidated view, the lack of facility and operational awareness is staggering.
The impact of the "global financial crisis" within the region is minimal and first to market is a driving force. First to market risks are well known from our late 90's experience but our "lessons learned" are not really understood here. The majority of the design is being performed by regional firms. The international firms working here primarily use local or regional resources due to cost of resource issues. Do these engineers understand leading green technology, floor utilization approach & methodologies, operational issues? Do these engineers understand the impacts to public works infrastructure? Is there a basic understanding of BC/DR within the ministries and leading development firms?
Education is the key. Education at the Chairman/CEO level, education at the engineer level, education at the operations level and education at the contractor level.
With the majority of the countries "de-regulating" and the telecom QoS gap still quite large, when compared to "westernized" countries, the opportunity is present. Without an understanding, it is difficult to gain approval for the financial impact of implementing a true Tier IV facility & operational plan.
With the global "financial crisis" affecting capitol with the majority of the rest of the world, the Middle East is one of the most economically safe and stable areas of the world. Corporate gravitation to the region is predictable.
Which associations, international firms, universities will be leading the "education" front?
