Has anyone heard any information on the Massachusetts Low Voltage License.  It is my understanding that the legislature was to vote on this last year.

In MA you will need a Contractor and/or a Technician liscense. By 2010 most states will require a electrical liscense to do LV work.

The licenses that are referenced on that webpage are for limited voltage systems such as CCTV, card access, security, and fire alarm systems (considered to be class "D").  Currently, there are no licensing requirements for telecommunications cabling in the Commonwealth. 

I'm not positive but I believe the legislature that was filed last year to institute it was either tabled or defeated.

Anyone who supervises construction work or demolition (even a crew of one) needs a license.

At least for now, being out of state is not a factor for getting a FL license. People and businesses do it every day. To do any work, you will need a business in FL that you will qualify with your license. You can either file your current company to transact business in FL as a foreign business or you can set up a FL corporation or LLC.
